Kevin Ramnarine

Energy Expert • Attorney • Former Minister of Energy

Kevin Ramnarine is a recognized expert on the oil and gas industry in the Caribbean with more than twenty-two years of experience in the energy sector.

He served as Minister of Energy of Trinidad and Tobago from 2011 to 2015, where he created a positive climate for investment, including fiscal reforms that opened the country’s deepwater province to exploration and investment.

During his tenure, he presided over the launch of the first-ever IPO of an energy company in Trinidad and Tobago (TTNGL) and guided a US$1 billion Mitsubishi petrochemical investment to Final Investment Decision in 2015.

Prior to public office, he held positions at the Energy Chamber of Trinidad and Tobago and at British Gas (now Shell), where he worked as Lead Economist.

Since leaving ministerial office, he has lectured at the Lok Jack Global School of Business and worked as an energy consultant to companies across the energy sector. He is also a Fellow with the Growth for Energy Hub researching Caribbean power systems.

A frequent speaker and writer on energy and sustainable development, he has presented at major international conferences and universities in the US and UK.

In 2021, he contributed to The Global Energy Transition, published by the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee.

He has advised the Governments of Guyana and Barbados on energy policy and was named “Energy Executive of the Year” by Petroleum Economist magazine in 2014.

His academic qualifications include degrees in Chemistry, Law, Petroleum Engineering, and an International MBA. In 2025, he was admitted to practise as an Attorney at Law in Trinidad and Tobago.

Kevin Ramnarine is a Caribbean energy expert and Attorney-at-Law with over twenty-two years of experience in the oil and gas industry, including serving as Minister of Energy of Trinidad and Tobago from 2011 to 2015. He has led major energy sector reforms and investments, advised regional governments on energy policy, and continues to work as a consultant, speaker and researcher in petroleum and energy law.
